Town Amends its Building Moratorium

Developers in the Town of Poughkeepsie can proceed with rezoning applications, but environmental reviews on residential projects of 11 lots or more will likely stop at least until mid-June.

Psych. Center Development Project Gains Ground

Looking to move forward with plans to develop the former Hudson River Psychiatric Center into a massive complex of apartments, houses, offices and stores, developers are asking the town to create a unique zoning designation for the 156-acre property that will allow them to renovate the historic main building and develop the grounds according to a phased, multi-year master plan.

The developer, Hudson Heritage, is based in the City of Poughkeepsie and is comprised of principals Richard Chazen, Arnold Moss and Alex Reese. They have been working on the project for more than seven years, since the state first began marketing the now-abandoned Route 9 property in 1997, and have partnered with CPC Resources, a for-profit subsidiary of the non-profit housing lender Community Preservation Corporation, based in Manhattan.

Psychiatric Center Deal Finally Closes

Five years after a contract to purchase much of the massive Hudson River Psychiatric Center was signed, the state and a developer formally closed the deal Tuesday -- a crucial step that could lead to a hotel and conference center and hundreds of apartments on the property.

Arnold Moss, a principal with developer Hudson Heritage CPCR Ventures, said the closing with state officials was completed Tuesday afternoon. Hudson Heritage paid the state $2.75 million for the sprawling, 156-acre property off Route 9 in the Town of Poughkeepsie, including the historic 19th-century administration building and other buildings on the center's former campus.
